Challenge: Hurricane Lili struck Entergy Corporation's Southwest Louisiana service area a week after Tropical Storm Isidore pounded the New Orleans and Bayou Regions. Entergy deployed more than 10,000 personnel into Louisiana and Mississippi in Lili's aftermath. At the same time, Cleco, LLC brought several thousand people into the adjoining areas to help with their restoration. Entergy's first challenge was to secure sufficient lodging to house the personnel brought in to restore power.
Solution: Base Logistics, LLC (Base) worked closely with Entergy to identify and secure lodging and to setup bedding at the Burton Coliseum in Lake Charles to accommodate these people. Within twenty four (24) hours of activation, the population at the Lake Charles and Lafayette areas grew from 1,350 to 4,660. Base was able to handle the increase by deploying, from our active vendor network, additional catering units, food supply trailers, ice and other resources to these areas. Base was successful in meeting these challenges largely because of our dedicated vendor network, employees and our quality measured processes.
Synopsis: Base provided logistics resources and management personnel to aid Entergy in the recovery effort. Within hours of the storm's passing, Base deployed personnel to Lake Charles and Lafayette, LA and to Jackson, MS (2,000 line and vegetation workers were staged at Jackson awaiting dispatch to Louisiana) to coordinate staging area setup and resource deployment. In addition, Base Incident Command Center personnel worked with Entergy personnel to secure lodging for inbound work crews and asses the needs for staging areas to be opened throughout south Louisiana. Base set up staging sites at Abbeville, Baton Rouge, Houma, Labadieville, Lafayette, Lake Charles, New Iberia, New Orleans, Port Allen, Reserve and Slidell, LA. In addition to providing on-site catering services at these locations, Base provided modular office units (New Orleans and Lafayette), portable laundry units (Lafayette and Lake Charles), portable shower units (Lake Charles), ice, bottled water, sodas, trash bins, tower lights and generators to complete the self sustained staging areas. During this restoration, Base managed logistics at eighteen (18) different locations.
